EU Customs Reform β β¬150 Duty-Free Threshold Abolished

The European Commission is implementing the EU Customs Reform (EUCR). Starting 1 July 2026, the long-standing β¬150 duty-free exemption for low-value imports will be permanently abolished. All goods imported into EU member states will be subject to customs duties regardless of value.

- A fixed β¬3 fee per line item will apply to distance sales (e-commerce)
- IOSS registration recommended for e-commerce sellers shipping to EU customers
- November 2026: Mandatory product identifier data required for B2C transactions

What you should do
- E-commerce sellers: Register for IOSS before 1 July 2026
- Ensure your product descriptions and HS codes are accurate on all EU-bound shipments
- Inform EU recipients that duties may now apply even on small gifts or low-value parcels

US CPSC Mandatory eFiling for Consumer Products
United States Β· All imports of regulated consumer goods

The U.S. Consumer Product Safety Commission (CPSC) is mandating electronic filing (eFiling) of product compliance certificates for all regulated finished consumer products imported into the United States. Certificates must be submitted via the Automated Commercial Environment (ACE) system at time of entry β simply keeping certificates on file is no longer sufficient.
- Affects ~600 Harmonized Tariff Schedule (HTS) codes
- Applies to CPC (Children's Product Certificate) and GCC (General Certificate of Conformity)
- Affected shipments will not be eligible for informal consolidated clearance
- Will be held for separate customs entry β potential delays if not filed
- Personal gifts and documents are generally not affected
What you should do
- Check if your product's HTS code falls within the ~600 affected codes
- Ensure your US importer or customs broker is ready to file CPC/GCC electronically via ACE
- Prepare all compliance certificates before shipment β do not wait until arrival

New Zealand β New Regulatory Fee on Low-Value Shipments
New Zealand Β· Shipments up to NZD $1,000

The New Zealand Customs authority has introduced a mandatory regulatory fee on all shipments with a value up to NZD $1,000, imposed per waybill. This fee applies to both imports and exports.
- Export Fee: NZD $2.48 per shipment
- Import Fee: NZD $2.21 per shipment
- GST will no longer be charged on the Customs Low Value Fee (a partial offset)
- Applies to shipments valued at or below NZD $1,000 per waybill
What you should do
- This fee is already in effect β budget for an additional ~NZD $2β3 per NZ shipment
- The fee is small and applied automatically by DHL β no action required on your end
